It is a good value that should be fairly straight-forward to advocate. The 'best' value is the one you can defend because you have much experience in debating it. You should make the observation only if it is important to some aspect of your case. This means one would choose a V/VC which supports a utilitarian framework and build a case which maximizes good for the greatest number. Of course the argument to pre-empt will be the Neg claim Util will result in people being used as a "mere means to an end", which is considered immoral under deontological frameworks. The constitution speaks of the "general welfare" in the preamble and in a clause related to taxes.
